The 27th Ordinary Session of the Intergovernmental Budget and Economic Council (IBEC).
The Intergovernmental Relations Technical Committee (IGRTC), led by Chairman CPA Kithinji Kiragu, joined Deputy President H.E. Kithure Kindiki at his official residence in Karen for the 27th Ordinary Session of the Intergovernmental Budget and Economic Council (IBEC).
In his address, the Deputy President reaffirmed the government’s unwavering commitment to upholding and strengthening devolution, as envisioned in the Fourth Schedule of the Constitution. He underscored the need for continued consultation, cooperation, and coordination between the national and county governments to enhance effective service delivery.
Chairman Kiragu updated the Council on the progress made following the publication of Gazette Notice Vol. CXXVI dated 16th December 2024, which marked a significant milestone in the transfer of unbundled and delineated functions. He noted that IGRTC has reviewed over 94 pieces of legislation relating to the 14 devolved functions to ensure alignment with constitutional provisions. These legislative proposals have been submitted to the Office of the Attorney General, the National Assembly, and the Senate for consideration.
To support the implementation of these functions, IGRTC has undertaken a series of stakeholder sensitization forums and developed a comprehensive roadmap to guide the identification and earmarking of corresponding resources to county governments in line with the national budget cycle.
Additionally, in response to a directive issued during the 11th Summit, IGRTC has initiated preparations for the performance assessment of devolved functions across both levels of government. the requisite institutional structures have been established to operationalize the exercise. IGRTC delegation included Committee Member Mrs. Ageline Hongo, CEO Dr. Kipkurui Chepkwony, and the Secretariat.
