Courtesy call to Hon. Wycliffe Oparanya, EGH, Cabinet Secretary for the Ministry of Co-operatives and Micro, Small, and Medium Enterprises (MSMEs).

The meeting aimed to brief the CS on the delineation of the cooperative function between the national and county governments, as outlined in Gazette Notice No. 16472, published on December 16, 2024.

The discussion focused on the division of responsibilities between the two levels of government to ensure effective governance, growth, and sustainability of cooperative societies in Kenya. Under this framework, county governments will oversee operational and compliance aspects at the local level, while the national government will provide overarching policy direction, regulatory oversight, and capacity-building support.

CS Oparanya commended IGRTC for finalizing the transfer of functions process, emphasizing that this milestone will enhance service delivery across both levels of government. While the national government will continue to provide policy guidance, regulatory frameworks, and strategic support to cooperative societies nationwide, county governments will play a crucial role in supervising and fostering the development of cooperative societies within their jurisdictions.
