Establishment
The National and County Government Co-ordinating Summit (Summit) is established pursuant to Section 7 of the IGRA, 2012 as the apex body for intergovernmental relations structure for interactions among the top-executives of the governments at both levels.
The Structure
The Summit comprises of the President or in the absence of the President, the Deputy President, who serves as the chairperson; and the governors of the forty-seven counties. The chairperson of the Council of Governors (CoG) elected under section 19 of the IGRA (2012) serves as the vice chairperson of the Summit.
Meetings of the Summit
Pursuant to Section 9 of IGRA, 2012 the Summit is required by statute to meet at least twice a year.
Reports by the Summit
The Summit under Section 10 of IGRA,2012 is mandated to submit an annual report to the National Assembly, the Senate, and the county assemblies, within three months after the end of every financial year. Section 10(3) requires the National Assembly, the Senate or the county assemblies to, upon receiving the annual report, make such recommendations to the Summit as they may consider necessary. Section 10(4) on the other hand permits the National Assembly, the Senate or the county assemblies to, at any time, request for information from the Summit on any matter.
