Sensitization meeting with PS on the Gazette Notices on transfer of pending devolved functions.
The discussions focused on the progress made by IGRTC in the process, the outcomes achieved, impact to MDAs and the next steps as directed by the 11th National and County Governments Coordinating Summit.
The forum also took stock and appreciated the role played by various stakeholders from both levels of Government in achieving the milestone, addressing the legislative gaps identified and plans to finalize contentious issues in sectors such as agriculture, water, energy and sports, where clarity is still required on the functional responsibilities.
Following intense consultations, IGRTC has submitted the agreed issues for gazettement, developed legislative amendment proposals and an omnibus bill to review pre-devolution laws and roll out of the implementation plan to identify attendant resources for the Gazetted functions.
The meeting was attended by Principal Secretaries led by Michael Loikenu Lenasalon (Devolution) John Ololtuaa (Tourism); and Hon. Judith Pareno (Justice and Constitutional Affairs in the Office of the Attorney General), IGRTC members led by Vice chair Saadia Kontoma, representatives of Principal Secretaries and IGRTC secretariat led by CEO Dr Kipkurui Chepkwony.
