Signing of Intergovernmental Partnership Agreements.

The agreements, prepared by the Intergovernmental Relations Technical Committee (IGRTC), were signed by H.E. Governor Irungu Kang’ata of Murang’a County, H.E. Governor Mohamed Adan Khalif of Mandera County, and the Cabinet Secretary for Education, Hon. Julius Migos Ogamba, in the presence of IGRTC Chairman CPA Kithinji Kiragu. Present during the signing ceremony held at the MoE offices were Principal Secretary for Basic Education Ambassador Prof. Julius Kibet Bitok, and IGRTC CEO Dr. Kipkurui Chepkwony.

The Cabinet Secretary welcomed the initiative, which aligns with the directive from the Office of the Controller of Budget, as outlined in Circular No. 1/2025 dated 14th January 2025, which clarified the role of county governments in the provision of education support by county governments.

The governors lauded IGRTC for its instrumental role in preparing the IPAs and supporting both levels of government to effectively ensure the uninterrupted delivery of education services.

The Fourth Schedule of the Constitution outlines the functions of both levels of government. Additionally, Articles 6 and 189 of the Constitution call for cooperation between the national and county governments in the performance of their functions, in the implementation of their distinct yet interdependent roles.
