Senate retreat on Standing Committee on Devolution and Intergovernmental Relations.

The Intergovernmental Relations Technical Committee (IGRTC), led by Chairman CPA Kithinji Kiragu,  appeared before the Senate Standing Committee on Devolution and Intergovernmental Relations, chaired by Senator Hon. Sheikh Mohamed, to address issues arising from Kenya Gazette Vol. CXXVI – No. 219 of 16th December 2024 on the delineation of functions.
The Chairman highlighted the gaps arising from the gazettment of the functions, as well as emerging issues including:
✅Legal and capacity challenges affecting the smooth implementation of the transfer process;
✅Concerns around costing and resource allocation for devolved functions.
✅Overlaps in the implementation of county functions by national government agencies and the subsequent implementation of the Cabinet dispatch directing the merger, alignment and dissolution of various state agencies;
He also outlined steps undertaken by IGRTC, including the ongoing sensitisation of key government agencies to promote knowledge transfer and support effective uptake of gazetted functions.
The senators assured IGRTC of their support in fast-tracking any necessary legal amendments to strengthen devolution and improve service delivery through clear legislation.
