With a Master of Business Administration (Finance) from Kenyatta University and a Bachelor of Commerce (Honors) in Accounting from Marathwada University in India, Mr. Ochieng holds various accreditations, including Certified Public Accountants (CPA) Part I, II, and III.

In his role as Assistant Director of Devolution and Chief Inspector of Local Authorities, Mr. Ochieng demonstrated strategic leadership by developing Inter-governmental Relations Policies and Guidelines, coordinating data collection for effective planning and budgeting, and facilitating policy development. His meticulous approach to budget management, systematic scheduling of expenditures, and risk assessment in budget policies underscore his commitment to financial transparency.
