William Chebungei Tengecha is a highly experienced professional with over two decades in Program Design, Implementation, Monitoring, and Strategic Planning. His career spans public institutions, private sector organizations, and non-governmental entities, with a focus on policy formulation, human rights advocacy, and capacity building. William is an expert in fostering strategic partnerships, knowledge dissemination, and resource mobilization, all of which are critical for driving impactful change.

Currently, William serves as the Deputy Director of the Devolution Performance Assessment Division at the Intergovernmental Relations Technical Committee (IGRTC). In this role, he leads the development of monitoring and evaluation frameworks, oversees the preparation of progress reports, and provides strategic recommendations to inform decision-making processes. His leadership ensures the integrity and effectiveness of programs under his purview, significantly contributing to Kenya's governance and development landscape.

William holds a Master of Public Administration in Public Policy and Governance from the Maxwell School of Syracuse University and a Master of Business Administration in Entrepreneurship and Strategic Management from Kenyatta University. Additionally, he has completed various certifications in conflict resolution, leadership, and management from prestigious institutions, further solidifying his expertise.

In his personal life, William is dedicated to community service, providing voluntary advisory and consultancy services on social justice to community organizations. He is also an active participant in local education and church initiatives, demonstrating his commitment to both professional excellence and community engagement.
