Consultative Meeting on Advancing the Legislative Agenda within the Devolution Sector.

GRTC CEO Dr. Kipkurui Chepkwony, accompanied by Sophie Amutavi, Director Legal Services, held a high-level roundtable meeting with the Office of the Prime Cabinet Secretary, State Department for Parliamentary Affairs. The engagement focused on advancing the legislative agenda within the devolution sector.
As an intergovernmental structure mandated to facilitate cooperation and consultation between the National and County Governments, as well as among County Governments, in line with Articles 6 and 189 of the Constitution of Kenya, IGRTC plays a key role in facilitating the harmonization of policies and legislation, with a view to ensuring that they conform to the Constitutional tenets on devolved governance.
In pursuit of its mandate and in alignment with the Government’s legislative priorities, IGRTC is currently advancing the following key legislative and policy instruments:
✅ The Intergovernmental Relations (Amendment) Bill, 2024
✅ Intergovernmental Relations Sector Forum Regulations, 2026
✅ The Devolution Laws (Amendment) Bill, 2023
✅ A framework on the Implementation of Article 189 of the Constitution.
The meeting was chaired by Nick Biketi, Secretary, Legislative and Parliamentary Affairs, alongside Mahat Shalle, Secretary, Devolution & Intergovernmental Relations, State Department for Devolution.
